    You haven't got a letter from DCBL saying they've purchased the 'debt' from Excel, have you? Someone else with a VCS charge reported this and if so it needs a complaint to the ICO about VCS and Excel misusing your data.

    Was your data obtained from the DVLA before you ever appealed, I assume so, as you said you knew of no windscreen PCN?

    This bit interests me and I think we need to scrutinise these facts a bit more whilst the case is in the doldrums, at the 'nothing' stage of pre-court:
    In October last year, Vehicle Control Services erected do not park here signs on Council lamp posts on what turns out to be land owned by what is now canal and river trust. Previously the land was thought to be public highway, hence the lamp posts.

    The firm was told within an hour to remove them by the Council and then erected their own posts with their signs on.

    The following day a uniformed official started giving out invoices that looked very like official parking fines.
    So they were told to take the signs of lampposts then they put them back up on posts instead?

    Have you asked the Council Highways for a copy of any correspondence they hold about this matter and their order for VCS to remove the signs, and also a copy of the map that shows where the Council owned land and Canal & River Trust land meet, exactly? And ask, are the Canal & River Trust in any way connected to the Council and do the Council have a copy of the byelaws that apply to parts of this land, in which case you want to see those too and can the Council confirm if they were ever revoked, or are they current?

    You can do that next week, might be useful and might take time to get if the Council treat your request as a FOI request.

    Remember what has already been said in your thread as well, about the IPC CoP section on new restrictions. They can't just wallop a few posts up and start ticketing cars. You could even find people who got a PCN who parked the day before, when the signs were down. This is part of your later defence.
