Please let us know what you find, as I'm ingrugued. It almost looks as though it could be a indoors clothes line for small items. Is there a hook on an opposite wall where a string from your circular thing could be hooked onto?

Not usually!
They do sell little travel lines which look a bit like this, so you can hang stuff up indoors. Some of the old ones were in a retractable covering, like the OP's photo.
However, from other replies, it looks as though it's electrical.0
