TV License/Debt Collector

Hi,
I always own a TV and had been paying TV license for many years (10+ years) until last year I read something online saying that if I do not watch live TV I should not need to buy a license.
I mainly use the TV as a monitor to play games and watching some videos shared on sites like Utube (not lived) etc. So I did not renew the license when it was due last year.
I moved to a new flat early this year and then I started to receive letters from TV licensing. At first there were no names on the letters so I just ignored them (I think this is also suggested on many websites.) I went on some trips for two week and just got back last week. I did not check my mails until tonight and I originally thought they were just the normal TV license letters and did not check the names before opening them up.
There are two letters, both addressing to someone I do not know. The first one is the normal TV license letter asking for payment but this time there is a name printed on it (the letter is tore in half when I opened the envelope). I do not know where they get the name from or who the person is. The second letter is from a debt agency. It is addressing to the same gentleman and it states that the TV licensing has passed X debt balance to the Debt agency with instructions to recover £<50.00 for current TV license.
I have done some research about this online and some said that just ignore the first letter as TV licensing is trying their lucks and waiting for responses from the home owners. However my situation is a bit different. I do not know what I should do with the debt collector's letter. Is this a new way TV licencing trying to get responses from the home owners?

They're not addressed to you, and not your debt, so put them back in the envelopes and repost them marked 'not known at this address-return to sender'No free lunch, and no free laptop0
