Well, I had two problems actually and the first one seems not to be related to pdf/word.

Secondly, I reported the exact IP address that was erroneously/incorrectly blocked and naively expected it to be unblocked by the party that made the error. It's not a hard job to delete an entry in the list even without replying.

Otherwise, what's the point in asking to report if the IP gets blocked with no reason?!

And, finally, people on a static IP address can't change it easily and often don't want to. They have it on purpose.
