It means the poll could be wrong.
The swing suggests Cons did better in that area than the poll suggested they should:wall:

i think any poll discrepancy may be due to the fact that postal votes were probably done 3 or 4 weeks ago...before the poor con campaign, and will flatter the cons0

That could be a very good point.
The longer the campaign went on, the worse the Conservatives fared.
