So your new source talks about total policy workers - not feet on street or firearms officers with the right training for today's threat.
What we need to understand is if the use of better technology - better trained officers means we have better capability or not after that. Just as we can note their are around 700 more highly trained firearms offices this year, than last.

This is a debate forum, debate the post, question the statistics, but no need to go shouting out or making "Dianne Abbott" accusations when we can get to the root of the issue with discussion
My point stands that in an era where we face increased risk of attack and increased risk to our security, the Conservative governments leadership and much as the Home Secretary at the time, this government has opted to cut almost 20% of the Police Officers or Police Total Workforce (in the wider context;)).

Seems Theresa May was warned by Manchester police officers about the impact of her cuts.
And dismissed it as 'scaremongering'.

That is indeed truly shocking.
Again, not a good indication of leadership.
So since the Conservatives formed the government, in 2010, they have reduced the numbers by just under 20%, meanwhile in Scotland, they have maintained the available resources (checked between March 2014 and March 2017):wall:

What are you trying to say, that violent crime has not increased?
I'd hazard a guess they have an impact.

I think you missed the point.
If England and Wales had maintained the levels of support, there may have been a better opportunity to mitigate some of the attacks and rises in crime we have seen.

It's only in the last 3 months that terrorism has really entered the public consciousness. Before that, we had a better record than the countries on the continent.
It feels a bit like revisionism.
Police resourcing should always be about evolving threats and demand.0
