Virgin Media Slow Internet During the Evening

For the last few weeks my Virgin Media Fibre Broadband 70 Mbps drops down to around 5 Mbps during the evening period, after contacting Virgin Media I was informed that there is a fault in the area which will hopefully be fixed in September 2017.
Surely Virgin Media should offer some form of price reduction for this degraded service? Anyone had similar speed issues and had their prices reduced?

Local congestion is a common problem with cable and often takes an absolute age for VM to fix. I've read of people getting a price reduction while the problem persists but the chances are you'll need to go through retentions (ie the "thinking of leaving" route) to get this. Front end CS have very restricted powers and their technical ability runs out if it gets beyond "reboot your hub".0

I'd suggest to them that they're in breach of contract if they can't supply anything close to normal speeds for an extended period of time.0
