I am not trying to import to Windows Live Mail contacts were there but now exported to an external hard drive & My Docs., I am wanting to import to Mail.

really don't know if this is the easiest way to import contacts to outlook
goto gmail.com in browser. click 'contacts' from the gmail dropdown menu (top left). from the menu list on the left side click 'go to the old version' at the bottom then click 'more' then 'import' you will then have a option to import from file
