Does switching funds within one provider affect ability to invest new money

I have stocks and shares isa with Fidelity for various previous tax years. If I switch funds within the Fidelity platform (I.e.stay within fidelity), does this affect my ability to also subscribe 'new money' to a 2017/18 stocks and shares isa with Hargreaves Lansdown
