    I would note down any areas of damp you have, if any. If you had no areas of damp but do now, has it been caused by the blocked guttering? If you do have damp and it's suddenly become worse, has this also been caused by the blocked guttering.

    Your neighbour might not know it yet, but if you start getting damp as a result of his actions then he could be putting his hands deep down into his pockets for you.

    No they don't! Neighbour has made alterations to their gutter which impedes a long-standing drainage arrangement. It's up to BC (or possibly the private housing officer) to issue enforcement notices, and I have had such a notice myself! BC should be going about this right now, and shouldn't need a further formal complaint.

    Building control ought to be involved if anyone makes changes to existing drainage arrangements. There will possibly be an inspection fee.

    In the circumstances, I'd tell the neighbour of your intention to invite BC to visit to inspect the new arrangement recently created, that a fee might be payable by the person making the alterations and that an enforcement notice could follow if the BCO doesn't approve of the new 'system.'
