Make contact with the hirer asap and warn them that you've had a windscreen ticket from UKPC and they (the hirer) can expect a NtK in the post. Under no circumstances are they to pay this as it is neither a fine nor a penalty, it is merely a speculative invoice. They should deal with this - with no admin fee charged to you - as per their Trade Association's (BVRLA) agreement with the British Parking Association (the Trade Association of UKPC). Do this formally, and IN WRITING.

This is the formal document confirming the agreement.

    Download from there.

This is the best way to deal with it as there are far more things to 'go wrong' for UKPC, as invoking hirer liability is the most difficult route for a PPC - even well drilled outfits like ParkingEye can't get this right. Then it's a slam dunk for you at POPLA.

Thanks for your advice but I'm still confused at which NEWBIES template to use and at what day to send it.

As it's lease/hire, you submit (online, choosing 'hirer') the one linked/written by Edna Basher at the bottom of post #1 of the NEWBIES thread in the little sections about lease/hire or company cars.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Try this:

    And then download from there.

It's day 19 and i want to get moving with the appeal but Edna basher's templates seem to only apply once the keeper who hirers the car to me has received a NtK. So far he hasn't. Am i missing something here???

yes you are , you are missing this part at the start of the edna basher and hire cars section at the bottom of post #1 of the NEWBIES sticky thread
    * COMPANY, LEASE OR HIRE CARS ANYWHERE IN THE UK

In the case of a company car or hire car, if you get a windscreen ticket you MUST appeal before day 28

(well before day 21 when it's an IPC firm which only 'offers' 21 days to appeal - check the PCN). This is in order to hook the PPC in your direction, before they get a chance to get the keeper's details from the DVLA.

so the BLUE TEXT appeal is sent by the hirer/keeper/lessee on day 25 to UKPC in order to hook them in your direction

once you have a pcn with the keeper/hirer/lessee details on it then the edna basher appeal is used from the keeper to UKPC , as hirer/keeper/lessee

so send the blue text template on day 25 UNLESS the hirer gets an actual pcn in their name and address beforehand , in which case use the edna basher hirer template instead

post #4 explained this in very simple terms

    UKPC are under the cosh

They may not be around for too much longer so try a few delaying tactics.
You never know how far you can go until you go too far.
