Here's how I have been trying to do it.
copied from same as your you-tube,.
you cannot actually stipulate what size you want,Not in pixels?or percentages, ot Kb's,without trial and error.
Cm's or inches I prefer.

Instructions

Measure the height and width of your picture frame, and write the proportions down on a piece of paper. For accurate results, use a ruler or tape measure.

Go to "Start" and click on "All Programs." Click on "Accessories" and open "Paint." When you open the application, a white canvas will appear on the screen.

Click on the "File" tab and select "Open." Locate the image you want to resize and click "Open."

Click on the "Resize" button, which is located in the "Image" section on the toolbar. The "Resize and Skew" dialogue box will appear on the screen. You will notice that the box next to "Maintain aspect ratio" is checked. Leave the box checked.

Click "Pixels" and enter the width of your photograph in the "Horizontal" field or the height in the "Vertical" field. Depending on which field you enter first, the second field will update automatically due to the "Maintain aspect ratio" option. When you're finished entering the proportions, click "OK."

Click on the "File" tab and select "Print."
Tips and warnings
Depending on the size of your frame, you may need to remove the check next to the "Maintain aspect ratio" option to enter exact measurements for the height and width.
Doesn't work for me..
pixels has me confused.
Pictures come out pixelated, and not to any size I want.

I thought if I print a standard size photo, scan, then Somehow , resize from there, cropping etc????
Paint.net has many free training tutorials on youtube, if this is a regular thing could be worthwhile doing some. One of paint.net benefits are Layers... like this https://www.youtube.com/watch?v=1YlLLIzE6YM
On windows 10 version of Paint...File, Properties, inches. The File, Print. Page Setup, Paper size A4 , Scaling adjust to 100%.. On the view tab tick Rulers, possibly grid lines? paint can only do 96dpi resolution... Have I mentioned paint.net?
A screen display somewhere around 100 dpi (older ones 72 is standard). Some printers can do 1200 dpi, so your picture may not look great on paper as on screen. On paint, why do you not make the unit inches (or cm) rather than pixels?
Print it in black and white copy with a big white rectangular hole in it until you get it right
I think you are wasting your time with MS paint - flogging a a dead horse.0 -
Every time you manipulate a jpg, or real image in conversion to a picture you produce artefacts. By scanning and resizing you will loose some sharpness, some colour, and possibly the picture will become soft. Sometimes it may not be noticeable. Once something is gone you cant magically bring it back.

the reason for pixels, is because that's what it says to do in the instructions I posted.
But, that doesn't mean my printer will print the sizes I want.
cannot find how to get the print size I want.
8cm x 8 cm.
if it hadn't been because the wife bought two montage picture frames, I wouldn't be trying at all.
resizing etc, is ok, but, it's not compatable with my hp printer.
easier to get shop to print them, and probably cheaper, than wasting ink, trying myself.
just not cut out for it, but, like to try:).

I don,t seem to have Solution Centre,looked everywhere??
The Solution Center was only available for printers manufactured up to 2010, after that it was replaced by HP Printer Assistant.
