CPM often have forbidding contract signs, such as residents only, staff only.
What does the signs say ?I do Contracts, all day every day.0 -
they ticket everyone including the residents - my friend has got 10 plus from them as have their neighbours - they all ignore and don't hear a word after the initial letter through the door0

the reason for asking the above is that it can/will be of importance should this progress any further, plus there could be some positive implications for you/you friend and all of the other residents.
However we need to know a little more information before any real advice can be issued.
Ignoring is exceptional bad advice, residents and visitors need to go on the offensive and be pro active in sorting this out.
As for your appeal, no doubt CPM will be in touch with you, and you should have a response ready, rejecting the outcome of the IAS appeal and tearing it apart.
For starters, how can it be independent when the directors of the IPC ( trade association) - Will Hurley and John Davies are also the directors of the so called Independent Appeals service (IAS) and Will Hurley/John Davies are also involved with Gladstones solicitors?From the Plain Language Commission:

I second some of the points above - CPM do a lot of residential estates and it is not wise for the residents to be "stacking" up these tickets. They need to get pro-active and start speaking to the Management Agent about this and get it sorted. The purpose of this scheme is not to target residents ...

Apologies in my delayed response. Yes my friends are residents, I always park my car here when visiting them and have done for over 2 years - never received a ticket before this one.
I will update when I have heard from CPM.

I agree and have been going on to them about doing something about CPM and contacting the management company. I have also highlighted that they can pursue them for years to come regarding outstanding tickets.
I have given up , they are all to busy to be pro active at this point. Its frustrating0
