Electrical issue with all my USB devices: who can fix that?

There must be a problem with the USB port, happened with me once, where i could not get the usb to read on my laptop. got it checked.The port malfunctioned.
Except the OP's issue is happening on ALL ports, including new ones he has added using a pci riser card !

One thing to try ... go into 'Device Manager'
Select and delete all the USB Host Controllers , there may be half a dozen or more of them!
Re-boot the machine and Windows will re-install what it needs afresh.0 -
It could be hardware. It could be software. It could also be bios.
Though different O/S may access parts of the hardware via different means, it would be best to start with an unadulterated bootable version of linux on a usb stick like Mint and plug your usb, this wall to some extent confirm the hardware and bios are ok.
If mint and usb work, i would put in a spare hard disk and reinstall to doubly check hardware, because it is the easiest thing for me to do.
If hard disk 2 works, then definitely the windows is compromised.... corrupt files, drivers or policies?
Hardware bios? hope the usb sockets are wired and the cable plug has come loose. reflash the bios-doubtful though. There is no short on the usb sockets??? light + magnifying glass.
The of the day it could be a duff mboard too, however the words 'Drivers from manufactures site' comes to mind and the easiest lazy free way is here http://www.iobit.com/en/driver-booster.php - do them all, one at a time, otherwise costs £
Hindsight - could be advanced power settings? Change advanced power settings?0 -
Power settings: disabled "turn off..." option on all USB elements in Device Manager, didn't change anything. I also updated drivers on those following https://youtu.be/9nSU3S0atjU?t=82, to no avail.
AV: just default Windows 10 Defender thing. On top of that, I have MalwareBytes anti-exploit + MalwareBytes anti-malware running.
My setup details below:

Windows usually does windows specific updates o/s, usually does not add the new drivers on. You have to use some thing like this, http://www.iobit.com/en/driver-booster.php or something like https://driverpack-solution-online.en.softonic.com/ (unsure if it contains spyware), or DIY - find out what existing manufacturer and version is, and using google to hunt for the newest windows hardware qualified (whq) drivers yourself. Either way, there will probably many drivers - do all that you can, and reboot. Then do the failures, and reboot. Then do those failures, and reboot. you will eventually end up with all new drivers and no outstanding ones... You do have backup?
On debitcardmayhem post, on the screen shot, 2nd tab from left - "power", is there any advanced settings - cant remember on win 7

There's always some delay when connecting USB devices.
It's always best to connect the same device to the same port, else Windows may need to reinstall the drivers again.
Anti-virus causes massive slow downs to USB drives.
Branded USB drives are more expensive for a reason, cheap drives can be horribly slow.
I have one of those micro USB flash drives, wanted something that didn't get knocked about, but the read/write speeds are miles apart, it'll read 3GB off the drive in less than a minute, but copying 3GB to the drive takes nearly 2 hours.“I may not agree with you, but I will defend to the death your right to make an a** of yourself.”

Similar problems occur when, e.g. Windows Download updates kick in especially with something big, say Creators Update/Anniversary Update etc if I turn realtime scanning off then I save 50+ percent of the the time needed. Hey ho I have downloaded Creators (1703?) using Linux and updated my W10 boxes using that ISO, it saves 3 machines downloading 3x4.3GB and I also get a portable install disk for other uses.I have all kinds of small USB connectivity or delay issue with any USB device on my PC. Something electrical with the motherboard I suppose, presumably something simple to fix for someone who knows. I've been dragging this super annoying problem for at least 2 years because I have no idea what to do about it. I don't want to bring it to some shop and leave it there for a day or two. I bought a new tosh 2.5 3t drive recently, and it is slow to power up, takes about 20 seconds to start to appear. My other usb's are fine, and this drive tends sleep a lot too. throughput for this usb3 seems to be slightly below average average.
I would rotfl if it was his usb drive, and he has not tried it elsewhere:)0 -
If you are going to have MWB running then defender should NOT be running at the same time.

True for other AV's - but not MWB .. It is designed to provide complementary layered protection ..
