UKPC parking ticket with wrong VRN typed in

Hello guys..

Ive been issued a parking fine from UKPC " In my own estate parked for 3 mins to run up to the house and the time i came back down had a ticket! sneeky feller. anyways the ticket issued "NTD had incorrect Number plate typed in with one wrong letter, since the ticket looked invalid i didnt pursue paying it, pictures of my car do exist displaying the correct number plate though on their website when i typed it in with the incorrect details.

the ticket was the 2/3/17
received a NTK today 7/4/17 with a new parking charge reference number with the detials corrected..
but the date on the NTK was from the 4/4/17

Does this ticket still need to be paid? or do i have some basis to fight due to the NTD being incorrect, i still have original ticket.

If so what would i say as an appeal against it?
the obviously found my details from looking back at the pictures

please any advice would be gratefully appreciated

    It is not a fine.

No of course you shouldn't pay these scammers. They will have got the keeper details from the DVLA. The keeper and the driver are two different people as far as anyone is concerned.

Please read the Sticky thread for NEWBIES then send the BPA template in blue you will find there. Copy and paste and send by whatever method it says on the NTK. Do not alter it in any way, and do not reveal the driver's identity at any point, not even on here.

When they reject it, you will beat them with a second stage appeal at PoPLA. One of your winning points will be that the NTK details do not match the NTD, along with several other points you will find in the NEWBIES.
What does your lease/AST say about parking, as that will have primacy of contract over anything the scammers say.

The NEWBIES thread is on the main page, just underneath where you clicked on the New Thread button. It tells you to read it first, rather than starting a thread without reading up on your problem first, as it is designed to give you most of the information you need to beat these scam tickets.

As I just said, you send the appeal template by whatever method it tells you to use for appeals on the NTK. This could be by email, on their website, or by post. Only you can tell how to send it because you have the NTK.

Is the car park part of the residential estate where you live, or were you visiting? If you live there, do you own or rent the property. If so, what does your lease/AST/property deeds say about parking on the estate? If you were visiting, then you need to ask the same questions of the person you were seeing.

Okay i have read through the Sticky thread just to make sure this is the BPA template?

    "Dear Sirs

    Re: PCN No. ....................

I challenge this 'PCN' as keeper of the car.

I believe that your signs fail the test of 'large lettering' and prominence, as established in ParkingEye Ltd v Beavis. Your unremarkable and obscure signs were not seen by the driver, are in very small print and the terms are not readable to drivers.

There will be no admissions as to who was driving and no assumptions can be drawn. You must either rely on the POFA 2012 and offer me a POPLA code, or cancel the charge.

Should you obtain the registered keeper's data from the DVLA without reasonable cause, please take this as formal notice that I reserve the right to sue your company and the landowner/principal, for a sum not less than £250 for any Data Protection Act breach. Your aggressive business practice and unwarranted threat of court for the ordinary matter of a driver using my car without causing any obstruction nor offence, has caused significant distress to me.

I do not give you consent to process data relating to me or this vehicle. I deny liability for any sum at all and you must consider this letter a Section 10 Notice under the DPA. You are required to respond within 21 days. I have kept proof of submission of this appeal and look forward to your reply.

    Yours faithfully,
" in regards to your last question, it is a residential estate i do live here as a council tenant but unfortunatly do not know any anymore information about whats on the lease regarding parking, as far as i know there are a few spaces in which people living here rent from this council,

thanks again for your time By the way.

If that is the BPA template written in blue from the NEWBIES thread, then it is is the right one. If it doesn't appear in blue (my apologies if you are colour blind) and/or it does not say it is for BPA members, then it is the wrong one.
Nobody here is going to pull up the template and compare it word for word with what you have typed here and make sure it is the current version.

OK, you need to find out from the landlord (council?) of your property, and the landowner of the parking area, what it says about parking in the parking area. I mean what the landowners of these areas says, not what the scammers say. They were caught doctoring time stamps on their photo' "evidence" and cannot be trusted under any circumstances.
You should also obtain pictures of the entrance, including signs, as well as all parking signs, and the area where you were parked.

You need to follow the tried and trusted method to beat these scammers, who are easy to beat as long as you do follow the advice. They do however do court, so please take the most excellent advice given in the NEWBIES.

Residential PCNs are proving problematic for PPCs, they are losing court claims hand over fist.

It depends what you lease/AST says about parking. Often it gives you rights to "quiet enjoyment" which trump made up T&Cs by parking scammers.

Well it was written in blue i just copied and pasted it into this thread to be sure if this was the one you was talking about, as it was posted in 2013 im unsure if its the updated version,

so if i do send them that bpa template, Should i mention any other additional information regarding the VRN being incorrect on the original ticket, also i guess i could walk into the council office that runs the estate their office is in the same building and ask them what are their terms regarding parking with tenants in the estate.

as it was posted in 2013 im unsure if its the updated version,

Newbies often miss the fact (at the bottom of each post) is shown the date of editing - the NEWBIES thread was edited just the other week - this year! A sticky thread is ALWAYS up to date, it's like the latest info notice on any forum, usually constantly updated. The NEWBIES thread is kept up to date as far as I can.

If you add any words to the appeal, DO NOT say who was driving by mistake! And submit it online choosing 'registered keeper' only...
also i guess i could walk into the council office that runs the estate their office is in the same building and ask them what are their terms regarding parking with tenants in the estate.
More like complain, not ask. You mean it's a Housing Association, or actually Council owned?

My apologies ! Sorry I'm new to this whole forum stuff, just googled about weather I needed to pay a parking ticket with incorrect VRN and this came up so thought I'd put something up see if i
Get some clear advice or step by step guide on if it's worth appealing

So as it's updated that's good! from what I'm understanding so far is I reply to the NTK with the default template mentioned above, step one.

About additional information I just wanted to somehow mention that the original ticket has wrong VRN maybe play on that point?

If not advisable then sure, I send the default template

About the council office that runs the private estate area, it's a privately owned housing association. what do I even say to them when I walk in there ? What are your terms and condition about cars parked around the estate ?

I mean it's £40 discounted rate as much as I really hate to pay these people jist seems like contesting it seems like such a big hassle I don't get the feeling this is simple? Again I may be wrong with this assumption just sending a template saying stuff I honestly don't even understand myself, I'm worried I could cause myself more problems than it's even worth!

Again thanks for all of your time in responding back I very muc approciate it. I'm sure it must be annoying repeating yourself over!

Also after if I send that template any information on a next stage in regards to my situation ? can't I just mention you have the wrong details I don't own a car with that numberplate!! Wish it was that easy!

The forum has seen this before so a quick search of 'UKPC must repeat information NTD' found:

There is a lot more to be found on this forum than you have discovered thus far - searching is the key! Those examples even give you a POPLA appeal draft for second stage.
