    They are part time traffic lights and only come on at peak times

    wish more traffic lights were like that, I hate driving at night and the lights go red and exactly 0 cars come the other way.

    I've gone past there at 5.15pm when the lights have been on and the traffic was still at standstill.

    They're probably not appropriate when the traffic is at a standstill.

    More likely, they help when there is a constant stream of traffic joining the roundabout at, say, 30mph and turning right.

    Cars from other road(s) onto the roundabout cannot break into the constant 30mph stream of traffic on the roundabout.

    So the traffic lights break the stream, leaving gaps on the roundabout, so cars from other road(s) can join.
