They just look like regular traffic lights but I can't read the sign under them. Part time lights maybe?

The sign says 'Part time signals' in English and then something in Welsh which I hope is a direct translation!

Look like ones that are used to regulate traffic when it becomes heavier. Probably gets to a point where if they don't stop traffic from this direction then everywhere else snarls up so they put the traffic lights on.

Yes, it does say "Part time signals". I guess at certain times there is a huge amount of traffic coming from the right and lights are the only hope for traffic coming from out p.o.v.'s direction to have any chance of getting onto the roundabout?

Probably like part time lights onto motorways to ensure cars can join smoothly without causing tailbacks on the joining bit

People are rich because they spend less money. A poor man buys $10 boots that last a season or two before he's walking in wet shoes and has to buy another pair. A rich man buys $50 boots that are made better and give him 10 years of dry feet. The poor man has spent $100 over those 10 years and still has wet feet.

About 8.30am and 5pm that road does get blocked.

At 5pm there is a huge amount of traffic trying to turn right at the traffic lights so if you're coming from the opposite direction you don't have a chance to get out with the cars blocking the roundabout.

Have you answered your own question or do they not use the lights at these times

They installed a set of lights like this a few years back at the Wansford (A47) junction off the A1. They are only active during peak hours. It works much better than it used to.

There's a similar traffic light near me, but with no explanation underneath, sometimes it's on, sometimes it's completely off.
During rush hour it comes on and just stops traffic from one direction entering the roundabout. This is just to give other traffic a chance to enter the roundabout as a lot of traffic follows the same route and unless something interrupts it no-one else get's a chance.
Changing the world, one sarcastic comment at a time.
