Refunding for INR

I have a buyer in Europe who has not received his item. I have asked him to open a case but he says that option is 'blocked'. I'm guessing he is trying to open a case on an eBay Europe site so have told him to try on eBay uk. Am I right ?

Incidentally I booked a call back from eBay at 6.20 with a waiting time of 3 minutes. It's now 7.03 and I'm still waiting.

    Blocked might also mean they have lost their buyer protection after too many claims. It definitely happens as there have been buyers moaning about it on the community boards.

    My only neg, luckily now dropped off after a year, was from someone who eBay admitted me to was not able to open a case as they had lost the buyer guarantee rights. Unfortunately that buyer realising they couldn't open an INR didn't bother contacting me first, and just went straight to a neg.

    He should open the case (if he can) on the site he is registered to. If he cannot - it means he is either precluded as soolin suggests or that he bought as a guest buyer.

    I would not be refunding unless they opened a case unless I was absolutely certain they were unable to and the reasons outweighed the obvious scam radar.

    He is definitely not a scam buyer. I made the mistake of sending vintage lighters through Royal Mail and they intercepted and destroyed them

    If you're that sure it's legitimate then why not just cancel the transaction on eBay and refund through that. Use the reason 'buyer asked to cancel'.

    Thanks. I've only ever cancelled before payment and wasn't sure whether it would work when he paid several weeks ago.

    Well goodness, then you need to refund without hesitation.

    As above, use the cancel option if the buyer can't open a case.

    As above you might be out of time. If not, when you cancel, the refund is part of the process.

    I am within the 30 days so opened a cancellation request but the option for buyer cancelled wasn't there. I chose Other reason, so not sure I'd I will end up with a defect.

    Oh, and I'm still waiting for an eBay call back

    If you do get a defect (and it may not be obvious until after 20th) ring/email and ask them to review your messages, explain you couldn't refund any other way.
