They have had from me including today's payment £68ish and want £120. I physically can't phone up to Pay as I don't have the PCN.
Bank is refusing to cooperate as they need communication from them to say I don't owe them the money.

I am not disputing the fact I owe them the money and am happy to pay it i just need the damn reference number which they are refusing to tell me. Am not happy with them to be attempting to take random amounts 6 times a day every day .

Well maybe happy was the wrong word the issue is that I cannot have the matter going to court due to my employment. They issued court proceedings. So I thought I'd rather pay them 15 a month which doesn't affect me financially (can't really say 120 does, but I'd rather pay them 15 if am not incurring interest)

you may be wise to "lose" your debit card , as in you cannot find it and you think someone else may have access to it , and ask for a replacement , a LOST card will have a new PIN number issued , whereas a damaged card will use the same PIN number

the laws of the land state that the max for a private parking charge is £100 , so you have been conned

do you still have the letter / email from POPLa , was it from POPLa?

edit: the figure would NOT have been £120 if they had issued court proceeding ,

Nope didn't ask or say they would itsbjust a simple thank you for your payment

OK, so write to CEL saying

"I note that you attempted to take money from my account several times in one day and eventually you took £35
Please note, that I have not given you permission for continuous payments and therefore I now require a signed agreement from you.
Subject to receiving such an agreement, you must now stop any future attempt to take money to which permission is denied"

Contact your bank with a copy of your letter to CEL.
Advise the bank that at no time did you agree with continuous
payments and request the bank to chargeback the amount

What will CEL do ? If they cannot provide a signed agreement what else can they do.

Knowing the mentality of CEL, they will get the hump and start making threats. The problem they have is taking money without your permission and a judge might even decide to pass this to the CPS for investigation.

Come back here with the replies

And yes LOSE YOUR CARD and get a new one ....

MAKE NO FURTHER PAYMENTS until this is resolved

do civil enforcement have a consumer credit licence ? I wonder , and if they do , then a complaint should be made to the correct authority , I take it you have a full written schedule for this credit activity?

As Pappa Golf says they should not be charging you £120 the max is £100, are you sure you haven't been conned into paying a debt collector?

I may be wrong but to make a payment plan I'm sure they have to be a member of The Financial Conduct Authority.

But all you have described sounds very dodgy and not conforming to any regulations or controls at all.

What a terrible waste - you have been mugged.

You would have had no CCJ and not even a hearing. No defended case from here v CEL has gone further.
