CE-LTD helping themselves to my money illegally.

Basically I was having communication issues with CE-LTD. Got a parking ticket in 2014 appealed, they never replied (I assume because they knew that it's easily appealable with POPLA) contacted them again - no reply. 2 1/2 years later get a letter saying they will begin court action (1st communication off them) appealed to BPA they told them that they replied and sent them a very dodgy letter basically saying that to ensure all customers are able to park they need to enforce this (empty unlit car park at 10:30 at night poor signage - that they updated 2 months after my appeal).
BPA said that on their end matters closed pay up. So not wanting to go to court I phoned up to set a payment plan. Where I have to phone up and pay every month £x.
During a move I lost the parking number meaning I couldn't pay them. I emailed them twice asking for them to give me the ref no. - shock horror no response.
This morning I found out that for the pat month they have been trying to take money out of an empty account every day several times a day without my permission taking random amounts. This morning they finally succeeded taking £35!
I have no ways of getting in touch with them, they don't respond to emails and surely that's illegal to do so without permission!
My banks refusing to refund as it's a car park fine and I told them I got one.
What can I do apart from closing my account. I can't exactly go to police about it.

First question being ..... do you have a signed contract giving them permission such as direct debit to take payments0

No literally nothing like that. I made two payments to them manually0

I don't even have anything official to say I have a ayment plan with them apart from mutual agreement.0

Over the phone the payment line that tells you that you have to phone up every month and make a payment on the same date (11th in this case)0

In other words you gave them your card number and CVV number. They've retained those details in order to attempt further payment claims ... is this a breach of the DPA?0

Well I paid on the same number but a different option. So they will have took them by storing those details during one of the times I rang up to pay.
What can I do in this situation? Who do I contact.0 -
Did they ever ask if they could use the details for automatic payments.
EG: I pay my car insurance in full and am always asked if I want them to retain my details for future payments.
I always say no and if they did without my permission that would be fraudulent.0 -
