I thought I could use this service, but it's a first passport so it has to go through the standard service unfortunately0 -
I don't understand. You say it's your brother that needs ID, yet you say about YOU applying for a passport, not your brother.0

What about a p60?? Would this be any good along with the provisional, and birth certificate??0

I can't see how they won't accept a provisional driving licence, as its a photo same as a full one, but check first before applying for a passport.0

Talk to your solicitor. They should be able to do an identity check for you for a small charge.0

So is a full driving licence on the list? If so then they'll definitely accept a provisional.0 -
Good luck. I've had a similar problem. Life got complicated when I had not got a photographic driving license or passport. I needed to prove a name change for my passport. 35 years of paying tax and NI in that name didn't help and I'd lost the original deed poll. A solicitor would have signed something to say I am who I say I am but needed ... photographic identity!
