Eligibility for a bus pass

Hi, I have completed the form to apply for a new bus pass which has a substantial effect of my ability to walk due to asthma.

I was diagnosed with severe asthma, which only allows me to walk limited distances for a short time before becoming out of breathe, therefore needing to take regular refreshment breaks in between. I take Ventolin Evahaler and Clenil to help me deal with my symptoms.

I also don't receive the qualifying benefits for a bus pass; Higher Rate Disability Living Allowance or Personal Independence Payment, so I'm unsure whether this may effect my chances.

My local authority charges £10 to apply for one despite it being a free bus pass, slightly ironic. Would this condition make me eligible for one?

It would depend on your local council but i highly doubt it, sorry.

Without the qualifying benefit I suspect you would need to have a condition that prevents you from holding a driving licence.

My local council have a stringent list of tick box criteria, and a few years ago removed the option of "other backed by GP letter".

My daughter currently receives the higher rate care and lower mobility (DLA - in the process of migration to PIP)
She has had a bus pass for 10 years ~ when we lived in Essex it could only be used outside of rush hour (no good if you were relying on it for work) Now we live in Wales, she is able to use the one issued by Carmarthenshire Council at all times - so one heck of a lot more useful if you need public transport for work. Unfortunately, we live off of the bus route so she is driven by either myself or her father, and in her case she is unable to use the bus on her own anyway! Despite this we have never been charged for the passes, either in Essex or Wales.

I lived at my old address where the council gave me a pass for the reasons outlined in my opening post, that was 2 years ago.

I have a feeling my council won't give me one now though. I only get the middle rate of DLA, too.

The regulations will be on the council website

Cheshire's are here for example https://www.cheshirewestandchester.gov.uk/documents/parking-roads-and-travel/public-transport/concessionary-travel/english-national-bus-pass/disabled-bus-pass-application-20130612.pdf

    They should be relatively uniform

Unless your asthma is very undertreated it would, as you say, seem unlikely that you would qualify

I believe as with the Blue badge the local councils became a lot more strict with both of these.
