London Duck Tours is great, will give you tour on boat and land of many of the main attractions as long as he can get to starting point.

River tours are also good.

Public transport is pretty much everywhere in central London though check for accessible tube stations.

Alternate if have a car Legoland good for kids, Windsor Castle, Windsor boat trips and ducks tours all very close to parking.

Think you can also get a boat down to Kew Gardens as well though check its running. Kew has a train that can take you round or plenty of cafes.
