Could it be stress / depression? You never know what's going on at home, if there is a history of depression or they've had a tough time. I know it's hard, but try and initiate conversation whilst getting a tea or something.

I think if she is behaving this way in front of customers / clients then is there any way that you can encourage them to escalate? Are you allowed to let them know that it isn't company policy and that they can complain / fill in a feedback form?

Or indeed say specifically to your boss "I've had x customers comment on her behaviour / raise concerns" or even don't apologise to the customers yourself but call the boss every time. Possibly if he is the one having to apologise he will see it as more of an issue?

    Unlikely to be 1820 :D

Presume the boss's gender is relevant here, because the female one knew exactly what was happening, whereas the male one doesn't care much about what 'the women' are arguing about, he just wants a quiet life!

But that isn't about gender, its about poor management.

I did think of commenting about 'lady boss' but decided to let it pass!

Both, I'd say. Men are far less likely to get involved in tittle-tattle in the workplace than women. That can be good, or bad (as in this case where he's turning a blind eye to a genuine problem)
