Yorkshire Water inflation query

I've just received a letter from Yorkshire Water saying "the average bill will rise by 2.06%... [which] is below the rate of inflation at 2.19%"
I can't reconcile this claimed inflation figure with official ONS figures that put the current CPI at 1.8% and the RPI at 2.6%. Can anyone shed any light on this?

Isn't 2.19% lower than RPI @ 2.6%?0

Clearly yes but it's not equal to 2.19%. Begs the question of whether the "rate of inflation" commonly means RPI or CPI?0

The figure they use is the RPI figure. As they, along with other WASCs, have to submit their charges for the new financial year for approval to Ofwat around November time each year, they use the RPI figure available at that time, which in November 2016 was 2.2%.0
