Could anyone recommend a decent car hire company in south London that will hire out cars, and provide insurance at a reasonable rate to a new driver that is over 25?

There's a number around Croydon and on the Old Kent Rd. Google maps is your friend to find your nearest.
Lots of car club cars including Zip car, Hertz 24/7, Enterprise Car club.
Look at https://www.icarhireinsurance.co.uk and https://www.insurance4carhire.com for excess insurance.

There's a few companies around Croydon, some may be open on Sundays for drop off, double check their opening times on their websites. Sometimes getting a train to Gatwick and hiring there may be beneficial.
Some companies offer frequent user loyalty schemes or air line air miles, so don't discount these.

Being a new driver is likely to be the biggest issue here. Many car hire companies and car clubs won't hire to you unless you have held a full licence for at least a year.
As Richard said above, airports are a good option if you want extended opening hours.Let's settle this like gentlemen: armed with heavy sticks
