Apparently so.
A brief search finds a site called Moneysavingexpert, which said this in September 2016:
The new 'iPhone Payments' scheme is the first time we've seen a mobile manufacturer offer an interest-free loan so users can pay for the handset in installments, and it's a move which has the potential to significantly disrupt the mobile phone market.
And there are results on other websites from December 2013 and 2014

I'm an Apple user but I don't see the advantage of the offer. To get the 0% APR deal the 12 months repayment period has to be chosen. But there are purchase credit cards offering 0% APR for longer, for example Tesco Bank 28 months.

But this is Apple credit, obviously it must be better ;-)
