Booked through BA, operated by Iberia: confusion

I'm trying to claim compensation on behalf of a delayed flight that my parents took last year from LHR to Madrid. The flight was booked through British Airways and operated by Iberia. BA's response was as follows,
'I’m afraid your claim for compensation has been refused because British Airways didn’t operate BA0516 on 21 May 2016. If you contact Iberia Airlines they’ll be able to consider your claim.'
Is this correct, that the responsibility lies with Iberia? I have since been in touch with Iberia, and they have replied, saying,
'We have passed your letter to the operating carrier of your flight so that they can provide you with an appropriate response.'
I'm not sure who they are referring to when they say 'operating carrier'. Are they trying to pass the buck back to BA? Incidentally, I have not received any response from anyone else since this initial correspondence in June last year. 0

If operated by Iberia then (so long as all relevant delay criteria is met) they are responsible for meeting your claim.
