I agree the OP needs to follow the advice you've mentioned. I'm also happy to accept that I could be wrong, but I'm pretty sure some (not all) catalogue shopping companies were GISC members/subscribers.
If that's not the case then I don't know how to explain published FOS decisions which deal with catalogue shopping PPI which was sold before 2005.
I'm not sure about store cards so I'll assume you're right about that!
Store cards and store card PPI were NOT regulated pre-2005, the underwriter may be part of GISC but crucially as their staff did not make the sale, they have no liability for the miss-selling.
