Admin Charge car hire fuel refund

We are going to be hiring a car next month at Malaga Airport.

I've been reading the fuel policies, quite a few say collect full & return empty. But that there is an admin charge for refunding unused fuel.

"Your car will be provided with a full tank of fuel for which you will need to leave a deposit at the rental desk. Upon return of the car you will be refunded for the unused fuel and charged an admin fee of EUR 26.00. The admin fee is non-refundable regardless of the amount of fuel upon return."

Am I missing something? Whenever I have hired a car on full to empty it comes back on fumes.

Will I be charged 26 euros for refunding nothing?

Anyone any recommendations for a good hire car company in Malaga. Safe to say it won't be Goldcar

That's a new one on me.

I thought the usual was no refund on unused fuel if hiring on basis of FULL/EMPTY, - OR charged an administrative fee of xx which covers a refuelling charge if not returning on a full tank and you have hired on the basis of FULL/FULL.
