If DCBL are acting as court-appointed bailiffs (High Court enforcement officers) then yes they can; if they're simply acting as debt collectors then no they can't.
If this is in relation to a private parking charge court claim that you've lost then unless the amount you have to pay is over £600 (I think) then they're just debt collectors and have no power at all, but are using their Bailiff side of the business as a scare tactic. (The amount owed needs to be >£600 or so to be eligible for escalation to High Court enforcement).0 -

Yes it is £600 for an high court writ, but bailiffs acting for a county court judgement can enforce a judgement for a £1 plus costs if they wish.
For the OP if they have a judgement they can enforce it, they can seize anything you own, so hide the car and don't let them in to your home. However you will have to pay if the set aside didn't work, and if you don't it will only go up because they add charges every time they come.0 -
From the events you describe it sounds as though a judgement has been obtained.
It's best to pay it asap or come to some arrangement to pay it before they come knocking on your door. That is unless you are desperate to appear on Can't Pay Well Take it Away.0 -
