Why not visit their bank with the executor and see if they can look back for any relevant transactions? It depends how long ago they were paid up. But that sounds a possible faster route than the fruitless search of the house so far?
Perhaps your father in law would view it more positively if he considered the possible financial reward and of course the fact she paid all those years so this money would be available.
And he has the paperwork he needs to go to the bank with ....
Don't impersonate. He has an obligation if he is the executor...I am just thinking out loud - nothing I say should be relied upon!

Unless they ask the OP to explicitly confirm that they are the executor, in which case saying yes could be regarded as fraudulent (although they may not ask, I've never needed to do it so I don't know).
I often made calls for Dad - after we finally got through to a person, Dad would take the phone, confirm his identity and say he wanted me to speak for him. We had the phone on speaker so that he could hear what was being said and chip in if he wanted to.0 -

I've done the same for my mum, but the issue in this case is that the OP's FiL doesn't seem to be keen to do this.0
