UKPC Bullying - PCN / SCS Law Stage

I will try to explain the situation as detailed as I can.
The defendant works as a food delivery driver for a company that is situated on private land (and parking lot).
The defence was using the offence vehicle as a work vehicle. There are many shops (ALDI?), restaurants and companies that occupy this private land. People that work in this particular area all park in this one carpark which has numbered bays for residents as well as common bays for customers etc.
The car park is under UKPC tyranny.
The guy that "works" there is honestly a scum numberplate farmer. All day people see him hiding around corners, alleyways, in takeaway shops or his own car until he spots his victim. Instead of trying to help the community with any trouble they may have (makes me think of that photo on UKPC website where the warden is helping with the shopping ), he deliberately waits until the person leaves the vehicle and walks away, often scratching his or her head trying to figure out all the t's & c's.
The said parking attendant will then literally run to the vehicle snap photos, plonk the sticker on and run away. He will do this a couple times and then leave the site, with the intention to avoid all human contact.
If however, someone will try to catch him and inquire about the PCN he will then walk away not saying a thing, or if he sees that the person is gullible enough to pay straight away, he will give one of his "now you pay" speeches. This individual in general is an evil bully (it is understood that a UKPC warden is rarely an angel but this guy is exceptional), that disregards any humanly values and even has a tough guy routine going on where he comes up to people's faces and starts addressing them in a threatening manner with phrases like "You wanna say something to me?" etc.
The defendant will draw up a general complaint about the individual and can collect around 10+ signatures from various persons that work at or visit the car park regularly. A lot of people are angry with this warden and not just because they get regular tickets from him but because of his evil, arrogant essence and feeling that he is invincible.
OK, enough rants. Onto the matter at hand.
As the defence in this matter got more than one ticket, they looked up what should be done with these PCNs. Unfortunately, the first Google search throws out an outdated thread from 2012 and they have not done proper research at the time.
They have ignored the notices, got a couple more, ignored all UKPC, DRP, Zenith correspondence. The said defendant got a letter on Friday from SCS Law saying that if he doesn't pay them over £1000 (something like £1054) in 14 days they will send some thugs over to collect things from the property and what not.
Well, basically they formed all of the notices into one claim and the defence got the "first" SCS Law letter. In all of the rage, they must have thrown it away and now do not have the letter.
Is it possible to ask them to resend the letter?
The defence has been reading the forums for a while now and have a rough idea of how to proceed but I would like to ask anyone who has related info to help with this case. The defendant feels helpless in this situation although reading through the threads they feel that there is a hope to crush these criminals.
There are witnesses that can state that this guy is not giving grace time at all where he sees a target of opportunity. Also, there is an interesting theory about how he manipulates timestamps so it looks that he IS giving grace time.
In theory, he could punch in the "first seen time" as soon as he sees the vehicle, with or without the driver inside, no? I have personally seen at least a few of his PCNs where the first seen time and issue time are the same. This surely must be a good enough reason.
The defence got another PCN yesterday when they confronted the warden that was about to give a PCN when the ticket expired 1 MINUTE AGO. They quickly changed the reprinted free ticket before the PCN was issued.
Obviously, the attendant got into an outrage and surely enough about half an hour later they had a PCN with the reason of exceeding more than one free pay and display ticket per day. This is nonsense because all of the people that work and park in the car park do the same thing.
Second, I have seen the FIRST HOUR FREE, ONLY IF TICKET IS DISPLAYED signs only attached to a couple of the main signs throughout the carpark, others (and the one the said vehicle was parked by) do not have any terms about any of that (i will check and post photos of all different signs).
Thirdly, the time on the ticket in the attendant's pictures is 15.39 which means it was printed at 14.39. The first seen time, however, is 13.46. There is a "proof" picture taken with the same timestamp. The question is where is the logic in this?
Why would he take a picture of the vehicle AN HOUR BEFORE any offence was committed? This is clearly some sort of fraud.
FURTHERMORE: The signs around this carpark are of the tiny letter type, are also high up on the poles. Some of the tickets issued, the notice board is maybe 30m away, not readable, but I will post pictures later on so everyone can draw their own conclusions.
This thug of a parking maid basically gives PCNs to whoever he wishes at the time (just before he issued the last one to the said defendant he was seen talking to his supervisor on the phone about what damage he can he inflict most ((il)legally).
If anyone needs more info on specific notices/ area/ conditions/ time etc. please specify.

We all know about the scams UKPC Muppets get up to it's because they are targeted, and incentivised with financial payouts the more victims they snare.
Why haven't you found out who the landowners are who engaged these scammers and complained vigorously?
If as you say you have so many people that are enraged at these antics you should combine efforts and make a stink.
No they won't send any thugs over in 14 days there is a long way to go from what I can glean before that, you are still at the threat stage, but with multiple tickets gone unchallenged UKPC will likely try court.0 -

I think long-term posters here would say the above sounds normal for UKPC staff. the rant should be directed at:
- the BPA
- the DVLA
- local journalists by name
- national journalists who previously wrote about UKPC doctoring photos
- Trading Standards
- Your MP
- Marcus Jones at the DCLG about your awful experience at the hands of ParkingEye.
Apparently the DCLG can't make their minds up how to protect consumers from this money-making machine industry, since 2015 when they promised to act when Mr Beavis lost at the Supreme Court whose out of touch Judges actually thought this was a business model for UK Penalty Law to be bent to support:

You do not need a solicitor and certainly DO NOT consult the CAB, who caused someone to get a CCJ only the other day by not telling them clearly how to deal with a court claim from a PPC.
Wait for the next SCS letter or the court claim then defend. DO NOT phone them hoping for a copy of the previous letter, nope. No-one can send bailiffs round before the small matter of winning in court then you defaulting!
Appeal the new one as per the NEWBIES thread at day 26, online, as registered keeper only. Template appeal in the NEWBIES thread, use it.
Read the section in the NEWBIES thread headed 'Small Claim?' to be fully informed by experts like bargepole and from reading examples of what's been done before.
Bobby2k2 just won against UKPC, read his thread, you can find it by doing a members search then reading his threads. They can be hard to fight but most here win, we had a few win last year (IndigoMondayToyota and Anthony94, and others, as well as Bobby2k2 the other week).

As per my last thread i have received a claim form from County Court Business Centre claiming 1200 queens from me. They have added the Court Fee and Legal representatives costs to the claim.
The next thing I should do is acknowledge the service and ask for the 28 day extension? The papers also say that they will send me the particulars in the next 14 days. Should I maybe wait for this to arrive first? The parkopig also threatened me again today as soon as I parked at work.
Does anyone maybe know a paid service that would help me fight these guys? I am a final year student with a month left to finish my degree so I really don't have the time to be researching the legal lingo... Thanks for the help so far!0 -

Nope, do what you like (within reason) to gather evidence; the main thing being pictures of how unreadable the signs are from car height at the entrance, and standing height once parked. No, there is no expectation of privacy in a public place so you wouldn't be doing anything illegal.
But whether it would help or hinder your case, if it gets to court, regardless of what you manage to record, is another matter entirely.0
