So I have now received a response from Secure-A-Space, of course they have rejected my appeal and I now have a POPLA code. How should I form my response?0

I wrote to SecureASpace on the 24/01/17 explaining the situation and they requested the details of the driver which I was unable to provide.
Good. We assume they never posted a 'Notice to keeper' so they are stuffed.
Same as all the rest, use post #3 of the NEWBIES thread where there are POPLA templates. The usual 4 templates apply, as found by this poster but obviously you need the FULL template wording (not just the headings) as set out in the NEWBIES thread post #3:

Also put a summary at the top of your template (deliberately VERY LONG) POPLA appeal, saying that Secure a Space's PCN was not properly given because it was for a driver perfectly reasonably parking in their residential car park, displaying their permit, yet the windscreen had subsequently frozen over - what a heinous crime, how dare you have ice on your windscreen while the family is indoors at home!!!

It is not a fine.
Of course you don't have to pay. Don't be so silly.
Who says you need a permit? If these concerns a residential parking, your lease/AST will override anything the scammers says.

I have just realised in the email, that Secure a space are saying I have received a a notice to keeper, which I have not?Thank you for your appeal received on 25/01/2017 regarding the above detailed Parking Charge Notice.
Having carefully considered the evidence provided by you in conjunction with the evidence gathered by
the parking attendant and the photographic evidence taken we have decided to reject your appeal for the
following reasons;
The Parking Attendant took clear photographic evidence of the vehicle parked in breach of the site terms
and conditions, in close proximity to one of the numerous Contractual Agreement Signs which are
displayed at the entrance to this private car park and at various highly visible points around the site. The
signs inform all drivers that "By parking outside of a marked or allocated bay and/or not clearly displaying
a valid permit will result in the driver agreeing to pay a Parking Charge Notice of £100.00 reduced to
£60.00 if full payment is received within 14 days".
If there has been a problem obtaining a valid permit then a resident, or their visitor, may be able to
request an exemption in advance of parking requirements, from the Managing Agent. Any exemptions
should always be authorised by the Managing Agent who would also notify us directly in writing. This
process should be carried out prior to any parking requirements.
Our contact telephone number is also clearly displayed on all parking terms signs at the site, should you
have had any queries regarding authorised parking at the above property. We have received no such
notification or contact prior to this Parking Charge Notice being issued. It is the driver's responsibility to
ensure they have read, understood and parked within the terms and conditions of this private site. This
includes clearly displaying a valid permit.
Please note that you will have been issued with a separate Notice To Keeper due to insufficient driver
contact details being provided at the time of in house appeal. The Notice To Keeper is to formally request
the driver details be provided within the time limit provided on the Notice or the Keeper to have assumed
liability for the charge. Any payment dates provided on that notice will have been superceded by the
payment dates instructed below0 -
I have started the POPLA Appeal however, it is asking me for the name of the driver, what am I meant to fill in this section?
I have tried to attach photographs of Secure-A-Spaces agreement with the landowner. Which appears to be with a previous agent. However I do not have permission to post images on here. You can find these here, imgur.com/a/7IrWC0 -
POPLA does not ask you to name the driver...
It merely asks for the name and address of the 'motorist' which is a dodgy word for them to use but means nothing. you must give the name and address of the keeper appellant. Leave the phone number as zeros, don't give POPLA that. Needs to be clearly stated in your POPLA appeal. Did you have a section about no NTK being served?
