I don't think it's something that really needs to be overly publicised because anyone buying a car should know they have to pay vechicle tax. So when they buy their car after 1st April they will know they have to tax their car and will be informed of how much it is when they do it.
The only reason that it would be publicised is to encourage everyone to buy their new car before April 1st which isn't the intention of the rise in cost.0 -

Given the fact road tax was finally ended in 1937 and it's been called Vehicle Excise Duty for 80 years and people still call it "road tax" and believe it is a charge for using the road or to pay for road maintenance I'd say there would always be some who have managed to avoid all discussions of this change no matter how much they publicise it
