I think, next week send an email to the Council Highways Dept and ask for a map showing the boundary where the public highway ends there and where the private land starts, telling them you suspect UKPC of ticketing on Council land.

Do that first and then you may have grounds to make that complaint to the DVLA and BPA. And you have 25-odd days to get that evidence before you should do the UKPC appeal online anyway. Do not say who was driving in ANY contact or complaint.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
