pennco boiler won't fire up

Hi there
The thermostat is calling for heat and the pilot light is lit. Power is going to the boiler but and the 24 volt transformer is working. The circulating pump is off. The boiler is a Pennco 15b070fv. Power from the thermostat and through the aquastat is good. There is a relay in the control box and does not click when I turn the power on and off. The relay does work Circuitry behind the circuit board in the control box is a mystery to me. It also has an electrically controlled damper on the stack and it won't open. I checked continuity of the damper motor and it's not burned out and is not getting power. The schematic shows a fuse in the control box but I can't find it. Rather not try to dismantle the control box. Maybe something is preventing the stack from opening. It looks like a synchronous motor so how does it reverse to close? 4 wires run between the stack and control panel with 2 being the 24 volt supply. I am stumped. :mad:
