    £1.6 trillion debt is thus by definition insufficient. Presumably £2 trillion plus would be acceptable, for now......?
  • Reversal of all stamp duty changes since 2014. Nil cost.

    Cutting down on tax evasion (both corporate and individual) would be a good start, and things like expenses abuse.

    Reducing bureaucracy in overly complex systems would also help.

    Investing money properly, to deal with issues whilst they are cheap, instead of trying to cut corners and deal with them when they are more expensive (like in-home care, early treatment and so on).

    Trying to get out of the PFI mess that wastes a small fortune in NHS/council resources.

    I'd also add a small tax on bulk filing of small claim papers, as well as a largish fine for any spurious or vexatious claims.

    Which also claims that the we're paying more in interest on the PFI stuff than the assets actually cost.

    Payments of £628.7 million in FY2011/2012.

    My unlikely, but dream budget...

    * Eliminate NI. Increase basic and higher rates of tax accordingly, so that even the elderly pay NI, and the system is more transparent.
    * Scrap HS2. Reinvest the money in large scale FTTP rollout nationwide.
    * Replace council tax with local income tax, at different % rates for basic rate/higher rate payers.
    * Means test the state pension, by means of an automatic tax code adjustment for those that claim it so that they pay 75% tax on their pensions until the tax pays offsets the state pension. If you're a high earner you wouldn't bother claiming state pension at all.
    * Bring in rules allowing forced migration of DB pensions to DC schemes at a "deemed value" of the DB pot.
    * Replace Triple lock with a "single lock" linking pensions to average wages only.
    * Reduce inheritance tax threshold to £200k, link to CPIH going forwards.
    * Eliminate NHS prescription charge. Introduce a £5 GP fee for an appointment, with a £25 missed appointment fee. Prescription prepayment certificate now covers GP appointments. For most this would be a net fee decrease, unless they are exempt.

    Scrap 1p and 2p coins.

    Still price down to the penny, but round up to the nearest 5p on the bill, like they do in Canada.

    Collect all this money as penny tax.

    The usual answer is 'tax the rich'; although experience has shown that it usually means increasing taxes for most people because, sadly, the rich tend to be few in number, have good accountants, and the ability to sod off to Necker Island or wherever, as they fancy.

    These days, the left tends to shy away from such things and so the answer now seems to be either (a) printing money, as in people's QE or, (b) some promise to collect billions from Google, Amazon, Facebook or any other large US domiciled interweb corporation.
