UKPC Windscreen Penalty on Leased car advice

                    Hi all,
I have read through the newbies thread and believe I understand the appeals process to follow to contest the fine I received last night The thread also suggested staring my own thread should I need any advice.

Details: Windcreen penalty Notice
Location: Outise an appartment block/Aldi in Birmingham, England
Issuer: UKPC
Reason: Parked in a Roadway
Car: Leased Car (Personal) with Lex Autolease
Additional: Currently undergoing Cherished plate transfer
My vehicle was parked in what I "thought" was a short term car parking space which is parallel (other side of the road) to the cars parked in the attached image below:

The signage states that vehicles must be parked in "Marked Bays Only" and "Not in a roadway" yet all of the parking "spaces" around the property have no markings what so ever but are clearly spaces for cars as are indented from the road.
I have read Lex-Autolease's policy which states:
"When the original notice is forwarded to the driver, we
will include a letter advising them of the new legislation and their
responsibility to settle the unpaid charges/appeal to the parking
company without delay. In addition, it will clearly advise them that
if we receive a further notice about the unpaid charges, it will be
paid without further reference to them, together with the relevant
administration fees and VAT."
My queries are as follows:
1. As it is a leased vehicle, I understand I should appeal early. When exactly should I do this and to whom? Aldi/Popla/UKPC?
2. Should I stick to the template included in the Newbie post or should I add my reasoning regarding "Marked Bays"?
3. By the time UKPC will likely send a NTK, my registration plates will have changed and the Registration plate on the ticket will no longer be assigned to the vehicle which the penalty was issued to. Will they be able to find the Keeper?

 Day 26 is fine. UKPC are unlikely to send a NTK.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
