Well London has had a congestion charge for nearly 15 years and not one other UK city has followed suit. Not even Bristol when they had that nutty mayor for 4 years.

Consultation planned late last year covering 5 cities but HMG lost a legal challenge from clientearth lawyers on the basis this doesn't go far enough. Watch this space!
