How many "poor" people commute into central London by car, where they would already pay £11.50 congestion charge and probably £30+ to park every day?
Very few, I'd suggest.
Most of those affected will be driving old/polluting cars through choice, not necessity.

Eventually, they will understand that you can't allow every Tom !!!! or Harry to have a car. Car ownership requires proof of parking. So, if you live in an apartment, without allocated parking, you will have to rent a space, and provide proof when applying for VED.

They collect it at traffic lights and clean your windows at the same time. Hipsters are exempt, which is why you see so many of them.Both this London Mayor and his predecessor have also suggested scrappage schemes for diesels.
The environmental cost of scrapping a car and building a new one usually outweighs using an old car. It makes sense to reduce how many bad vehicles are in such a cramped area though.0 -

Currently, the house next door has three cars, and park in front of MY house. They have the smallest plot, but extended upwards and backwards, so they can rent out more rooms. A lodger can end up with a car each. They put screws under the tyres of anyone that park in the space in front of their house. They have an American pitbull, just to complete the picture.
My builder has nowhere to park, because their car is always in front of my house. I end up moving my car so he can park in the drive, because he needs his tools.0 -
I bless the fact that I live in a rural area and have no desire to visit London more than twice a year, to see friends. When I go, I drive to a Guest House on the Northern outskirts, using the Tube or buses to see my friends. If I want to visit Central London, it's the same - public transport. Tube where possible, instead of the polluting monsters that are London buses.
I could never live in a large town or city and I have managed to grow, work and live in two villages. I have extreme sympathy for anyone living in a dense conurbation: especially children, growing up in a polluted atmosphere. As an outsider and no tree-hugger, I can understand that something has to be done for those who have to live in an urban environment.
And I drive a diesel, which is parked up at the Guest House until I leave for home.I think this job really needs
a much bigger hammer.

So why don't they ban these polluting vehicles from the centre of London if they want to improve air quality. Letting them in for a 'donation' is just hypocrisy; it's like saying 'don't speed' , unless you grease my palms then it's OK.0

Diesel cars have to conform to certain Euro standards. Current diesel standard is Euro 6. Each standard had a date that it came into force and all new cars had to comply with it. So say that London has decided that all cars not meeting Euro 4 will be subject to the extra charge then by reading the numberplate and checking the date of first registration with DVLA they can check whether a car meets a minimum of Euro 4 or not.This is a system account and does not represent a real person.
