    I think it remains to be seen what will happen

    At the moment several UK networks actually have cheaper roaming than the regulations define, or than the home tariff, so if they get pedantic or stroppy they could actually put prices up for some customers.

    Three are sneaky, they whitelist speedtests so they aren't throttled like normal use.
