    As a newbie, you will need to host the picture or scan of both sides of the PCN (name & address and VRN and PCN number covered) in tinypic or Dropbox or something, then you must change the URL link to break it. You can't post a working link yet. Most newbies change 'http' to 'hxxp' in the URL or add gaps to the link, which we can then rebuild to a working link to see the PCN wording.

    Ok, I've managed to upload photos of both sides of the PCN using Tinypic but I'm not sure if I've broken the links as I'm supposed to. All I've done is typed 'hxxp' instead of 'http' below, is this correct? The image links are :-

    So, the IPC Code of Practice says:

    ''All parking charges must have good legal foundation.''

    This one does not (at least, not once you have responded refusing to name the drive, using Guys Dad's suggested challenge). As already explained, this PCN is aimed at a driver only and you - as registered keeper - can't be held liable for the charge. It is important to state the sort of things Guys Dad has written, especially the final paragraph, to which you could add:

    ''You must consider this a Section 10 Notice under the DPA requiring you to cease and desist with storage and processing of my data. I give you 21 days to confirm you have deleted my data as you have no reasonable cause to continue to use it, now you know that I will not be naming the driver your only lawful reason to write to me no longer exists, since you cannot hold me liable under the POFA.''


    As an unimportant aside, I see they are not offering a 40% discount but the IPC CoP if vague on this and just says: ''You should offer financial incentives for prompt payment. It is suggested that a reduction of between 40% and 60% is appropriate where payment is made within 14 days of the issue of the Notice to Driver.''

    Not a rule then! The IPC make it vague, so their members can't be held in breach.

    Thank you so much C-M. Just a couple of final questions if you don't mind :wink: -

    Guys Dads suggested challenge uses the words 'Notice to Keeper' in several places whereas what I have received is headed 'Parking Charge Notice'. Should I amend 'NtK' to read 'PCN' or is that unnecessary?

    Is it ok if I email the challenge to the PPC using the email address they provide on the back of the PCN or should I send it by post? If the latter, do I need to send it by recorded delivery (or whatever is called these days lol).

    Yet again my thanks for all of your help, I can't begin to tell you how much it is appreciated :T:T

    Unnecessary, leave it as 'NTK'. A postal PCN is the same thing, in fact, but 'NTK' is the document referred to in the POFA.

    We recommend people never post unless they HAVE to and NEVER use recorded delivery for a PPC.

    Not only will a PPC not sign for it, but if you post something RD on a Friday, what's going to happen to it? The PO can't deliver it on a Saturday if the firm isn't open to sign for it, so a little card would be put through the door of the PPC. How quickly do you think a PPC will bother to collect mail from victims 'appealing'? Hmmmm...once a fortnight if at all! And then they will say 'the appeal was received too late'!

    Email or online appeal, giving the keeper's name, the VRN, PCN number and also their POSTAL address even though the PPC already has it.

    Okey dokey, I'll email it tomorrow.

    I assume in my case, I then just ignore anything else demanding payment that follows, up until court proceedings (if it gets that far).

    A final huge thank you to everyone who responded to my posts especially Coupon-Mad and Guys Dad, without their help I probably would have just given in and paid up :grouphug:

  • Ok, challenge emailed, hopefully that will be the end of the matter. I'll update again if I receive notification from the PPC that they have cancelled the PCN.
