Just helping son through a pcn or 3!! He parked in the designated bay for the house he was visiting but did not display the pass that was in force at the time. (the person being visited didn't mention it although they had a visitors pass)
1. Do they have to provide proof that the car was indeed parked there when they say. (photo?)
Appeal is based on not being aware of the rules because:
a. When driving into the estate all eyes are on the narrow road with cars parked each side and kids everywhere. The signs are about 8-10 feet up a wall and cannot be read easily even if stationary let alone moving. I couldn't read the whole sign from about 3 yards when stood there.
b. It was dark on 2 occasions and the signs are not lit.
c. Once parked and out of the car - as you turn to walk towards the house then no signs are easily visible. You can see one about 30 yards away but cannot read it fully and cannot read that its a parking sign. In the dark can't see it at all.
Is that enough so far for an appeal? Thanks

The newbies faq thread near the top of the forum is the place to start.
Don't send anything other than the appropriate template in there, and don't identify the driver0 -
None of that will work against a private firm and certainly never say who was driving.
So nothing like 'I couldn't read the whole sign'!! Eeeek, no!!
Sounds like UKCPM or PCM, or another IPC member?
If IPC member, your son can just send the template appeal in the NEWBIES thread for IPC members, that's why the sticky thread says to read it first. There is not further appeal worth trying v an IPC member but you don't pay them either. All explained in other similar thread, this one seems similar:

That new poster is struggling to understand the concept of 'primacy of contract' enjoyed by the resident, and they need to realise that no appeal will 'work' and that this will be a small claim to defend, as will your son's case if it's one of the PPCs who sue. No biggie, we've never lost one yet against Gladstones.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
