    The builder is more than happy to supply me with a statement outlining the various problems and faults he has come across backed up by photos

    Have issued notification of court proceedings unless the bill is payed.
    He tells me he has left his partner and is living in his camper van.
    Do I issue the court papers to his last address as his girlfriend is obviously passing post onto him.

    Cover all bases.

    Send any letters (to more than one address if you have them) and get proof of posting (free) from the Post Office.

    Also, you can send it by email as well, so there are three opportunities for him to receive your letter.

    You are implying the guy is a rogue because he has done bad work. This may be so, but if the guy is really living in a camper van it is probable he is homeless. It is also probable he has little assets. You seem determined to press on, but where do you expect to get if this is all a genuine hardship story?

    Do your homework and research. You cannot get blood out of a stone so weigh up if court action is worthwhile.

    I don't believe for one minute he is living in a camper van he is giving me a hard luck story.
    His father has a yard in the same village, I don't suppose for one minute they will see him homeless.
    I realise its probably hopeless but its the principle.
    I am fed up of being taken for a mug and being ripped off.
    He has a motor bike and a camper van so he is not penniless.
