Failed to display ticket

Hi I've read the newbie thread but still confused (doesn't take much). I received cbc at Chichester college on 9 Dec after forgetting to display the pay and display scratch card ticket in my windscreen. I'm a student there and have the permit but forgot to display the ticket, which I had purchased in a book form so not dated.
On advice of friends I ignored it and then received pcn can't remember when and can't see a date on the letter. Was also advised to ignore this. Today I received a final reminder before debt recovery.( Which says the pcn was sent 11 Jan) .
This is through Ethical Parking.
The thing is there is a huge sign as you enter the Car park and it was my fault for not putting the ticket in. (But the tickets are 50p all day and the fine is £80 how can they justify that?) Do I ignored it, appeal and say the ticket fell off ;)or pay up?

    It is not a fine.

    Ignoring has not been advised since the law changed in 2012. Your friends gave you bad and out of date advice.

    You can however safely ignore debt collectors as they have no powers. The NEWBIES thread explains why it is safe to ignore debt crawlers.

    You are now outside the 28 day appeal window. You could send a late appeal but no doubt it will be rejected.
    The best option is a landowner cancellation, otherwise it is wait and see if the parking company try court. I have no idea if Unethical Parking are litigious or not so can't help you there. One of the experts here may be able to answer that.

    So, ignore anything and everything from now on except a letter before claim/county court, or real court papers.

    Next time don't ignore.

  • Thanks, so I've just got to sit it out and hope for the best. Annoying thing is one of my friends is a police officer and said ignoring it, it costs them to much to take you to court :(
  • Just in case they do follow up, did they send you photo evidence, etc?
  • Yes there is a photo but not clear of dashboard, although it says it is one of a selection.

    Yes but this is Ethical Parking who are ex-clampers and do not live up to their name. They are useless with 'evidence' and a court claim would be very defendable.

    You could try submitting an online appeal tonight as keeper, and hope they send a POPLA code anyway. Do not wait any longer.

    Use the appeal in the NEWBIES FAQS thread in blue writing, do that NOW as registered keeper. DO NOT talk about the permit or who parked.

  • It's says on the appeal the wording wasn't clear but the sign is huge at the entrance, not noticed any in the car park but that doesn't mean there aren't any, I just didn't read it as I normally always put a ticket in.

    Ethical are fairly clueless, at least they were last time and the time before, when beaten at POPLA. On signage!
