    I'd cut the cedar out with a circular saw about a metre away and Epdm membrane the ceiling curling it around to above the pvcu with a finishing trim then re attach the cedar. You'd have a straight cut line after it's put back but would be the cheapest option.

    Please note:
    There would be nothing supporting it from above, if I cut the cladding.
    I have no access above the cladding, without removing the roof.
    The roof is communal property and I would require approval from 50+% of owners.
