They are all benefits in one way or another.
For those benefits that you quote they are both payments for either not working long enough/being paid a better rate or not working at all.
Both will be extinguished if the claimant worked a full 40 hours a week for a reasonable wage.
Not one of my friends nor any of my family have ever claimed either of those benefits. They simply work harder to get a better job or work harder to progress their career.
