So just to update I (probably temporarily) identified the issue. It had got stuck dealing with some BibTex files. These are themselves synced by separate software between different computers and regularly updated so I don't know if this was part of the problem. But I deleted and re-added them and this calmed OneDrive down for just now.
As I say though I'm pretty sure this isn't the only problem. I was thinking the other day actually. The only place I do find OneDrive reliably uploads photos and files from pretty much instantaneously is ironically my android phone.0
