google has something similar called 'Keep'
I use it on android & chrome browser, auto synced

Keep is a pale shadow of OneNote. The best alternative is Evernote.0

Onenote has other advantages like sharing a page which is kept in sync on all accounts - so if used during a meeting, everyone can update and have a copy of the minutes immediately. They've offered that for long over a decade.0

Can someone please explain how OneNote works.
I presume you can save docs., on a cloud but when I open OneNote and type in a doc., how do I save it there?
I am guessing that you mean ONE DRIVE not onenote, the latter is a tacky MS Office container App that is louse in data recovery situations.
I do not recommend OneDrive either because Microsoft cannot be trusted to honour their agreement, they offered 15gb of free storage, they then cut it to 5gb and told anyone with over 5gb to pay up or go buy Office 365. They also made it difficult to download your stuff.
Note that Microsoft have integrated OneDrive into Explorer in Windows 10, my advice is FO NOT USE THIS, as it will soon cost you money.
So as others have explained "the cloud" just means on a web based server. It can usually be accessed via a browser or an App.
One that I use which is pretty good for the money is https://mega.nz it offers 50gb free, it has a free App which can upload your images from your phone and can be accessed from a browser, you can also create folders and zips online. You can make any file or folder accesssible to others by creating a link which is encrypted.
I have been using it for several years and no complaints so far, like any backup medium, I would recommend you have more than one, so look for a 2nd service to store your offline files, put some on a NAS drive and on external hard disks.
